Specific EU Risk Assessment related Experience:

Existing Chemicals:

Experience with new and existing chemicals has been gained in over 15 years of experience of contact research on environmental and toxicological properties, as well as in the compilation of more than 60 IUCLID data sets on high production volume chemicals, and 6 full reports for the German Advisory Committee on Existing Chemicals of Environmental Relevance (“BUA”) (see list of substances below).


Metals Risk Assessment:

In the period 1996-2003, EBRC was appointed as principal industry co-ordinator with overall responsibility for the human health section of the RAR on Zinc and Zinc compounds (Rapporteur Member State: NL). In this context, EBRC organised the collection and evaluation of occupational exposure data for four of the six lead companies, and their major downstream user industries, including inhalation and dermal exposure monitoring programmes. In addition, EBRC was contracted with collating environmental emissions inventories for production and downstream uses of various zinc compounds.

Following up on this, EBRC continues to be involved in responsible functions for the currently on-going Voluntary Risk Assessments on Lead and Lead compounds, and Copper and Copper compounds:

  • For Copper, Dr. Battersby was appointed Chairman of the Scientific Review Panel of the Voluntary Risk Assessment on Copper and its inorganic compounds, conducted in the period 2004-2006.

  • For Lead and 13 of its inorganic compounds, EBRC is the co-author (together with ILZRO, NC, USA) of the Voluntary Risk Assessment initiated by the European Lead industry in the period 2004-2006.

  • In these functions, Dr. Battersby represents both industries also at TC NES meetings for the discussion with EU Member States.

In addition, EBRC continues to provide support to the Nickel and Antimony industry in their ongoing EU ESR risk assessments. Preparation for REACH:

EBRC is also actively involved with the European industry associations respectively industry consortia for Silver, Cobalt and Molybdenum, in collecting and evaluating data required for the comprehensive assessments under REACH.


Other EU risk assessment procedures:

EBRC is also actively involved in consulting activities for the European Flame Retardants Industry Associations.


CMR activities:

Dr. R.V. Battersby has been appointed on several occasions to represent the Zinc, Cadmium, Copper and Lead industry as principal industry representative at the meetings of the EU Classification and Labelling working group.


German National Existing Chemical Review Programme:

As early as the late 1980s, Germany embarked on it’s own existing chemicals review programme, setting up their “BUA” system. In this context, EBRC was involved in the compilation of over 60 complete IUCLID data sets, including running the complete profile of extensive literature searches, acquiring and evaluating primary literature, and entering and validating the data in IUCLID format. In addition, several of these compounds were selected for detailed review, for which EBRC staff acted as principal authors.
